Specialist Neurologist Dr. Elvin Niftaliyev was born on 8 October 1986 in Baku. From 2005 to 2011 he studied General Medicine at Azerbaijan Medical University. From 2012 to 2016 he completed his specialty training at Bezmialem Vakıf University in Istanbul, qualifying as a neurologist. In 2017–2018 he continued his training in electroneurophysiology at Istanbul University Hospital.

In 2016–2017 he worked at LIV Hospital, Istinye University, and in 2017–2018 at the Electroneurophysiology Department of the Istanbul Faculty of Medicine. Since 2018 he has been working as a specialist neurologist at Ganja International Hospital.

Dr. Elvin Niftaliyev diagnoses and treats disorders of the nervous system such as migraine and other headaches, epilepsy, Parkinson's disease and tremor, ischaemic stroke, multiple sclerosis, facial nerve neuropathy, memory disorders, panic attacks and conversion disorder. To confirm the diagnosis, electroencephalography (EEG), electromyography (EMG) and a detailed neurological examination are performed.

He has been a member of the Turkish Neurological Society since 2012.
